Don't stick filler nozzle in quite as far. If you hold the pump handle too high up it will restrict the flow and pump will shut off. Also try setting the pump retainer setting to the lower speed.

That high rpm going downhill is engine braking used when the HVB is charged to 72%+/-. I think max rpm ice braking is around 4800.
